No primary data — read this first

Unlike the Arx Fatalis analysis, nothing in this vault was verified against game files. Highwater has no source release, no public decompilation, no accessible data files, and no copy of the game was present in the allowed directories on this machine. Every mechanical claim here comes from press, dev interviews or community documentation, cross-checked across multiple independent sources wherever possible. Notes marked status: complete mean multiply attested in secondary sources, not source-verified. The entire quantitative layer — HP, damage, ranges, movement allowances, booster magnitudes — is missing and is the largest open gap.

Primary — developer statements

  • Otakus & Geeks — Interview with Igor Simić, 26 March 2024. The most useful single source in this vault: the "puzzle meets chess" framing, "the main character is essentially the world", the slapstick/apocalyptic-comedy intent, influences (Ghibli, Kentucky Route Zero, Overland, Mutant Year Zero, Homer's Odyssey and the Argonauts), the Musk-to-Mars origin, the simultaneous development of The Cub, the external porting partner, and the plan for a future turn-based game "with more RPG elements with an evolution of characters over time".
  • demagogstudio.com — Highwater — official premise text, the Hightower→Highwater renaming, Highwater Pirate Radio as prequel to Radio Nostalgia from Mars.
  • demagogstudio.com — Information — "Return to Earth" IP, Constellation Storytelling, studio history and headcount (4 → 7 → ~20 across two titles from 2021), team roster, publisher change from Rogue Games to Untold Tales on PC/console.
  • Serbian Games Association — Netflix mobile exclusivity, "first Serbian game on Netflix", Simić on Netflix's internal reaction, "almost a hundred characters".
  • Rogue Games — Highwater — publisher framing: Hightower as a flood-zone buffer between the War Zone and Alphaville.

Primary — storefront and store data

  • Steam store page — release 14 March 2024, $19.99, publisher now Untold Tales, 20 achievements, 13 languages with subtitles and no full audio, "Remake" among user tags, Mixed (66% of 53) user reviews.
  • Full achievement list — all 20 achievements, and the source of much of the systems evidence: per-character abilities (Josephine's 4-chain, Nikos' camera interrupt, Laura's 3-enemy kick, Lin's three robot types), objective battles (generators undamaged, no Alphavillian civilian deaths), the skippable Cinematheque fight, the Mark recruitment, the terms-of-service gag.
  • GOG / DekuDeals HowLongToBeat data — 6 h main, 8 h completionist, 7 h all styles.

Primary-adjacent — community documentation

  • steinea's collectibles route, mirrored as a Steam guide. The backbone of Encounter Data: all 19 chapter names in order, per-chapter stops, every fight, party joins, all named weapons and boosters, the chapter-8 faction branch, the chapter-14 trivia answers, and the only HP figure found anywhere (robot dogs at 3 HP). Caveat: one player's route on PS5, not a data dump; missing optional content is likely.

Secondary — reviews, used for mechanical claims

Each claim is attributed inline in the notes; the load-bearing ones are:

Source What it establishes
Games Asylum No XP/levels/customisable party/expanding attacks; no AP; two weapons + two boosters per character; boosters give melee damage and HP and replace med kits; movement undo; restart at will; undocumented animation skip; 10–15 min battles; 7–8 h; AI-controlled allies
Entertainium No hit-chance percentages — in range means a hit; permanent vs temporary boosters; segmented, non-open world
Shacknews Grid; one movement + one action per turn; non-kill objectives (fetch, reach in N turns)
Gameffine Equipment is lost permanently with a departing character; boosters unrestricted, weapons restricted; environmental verbs (carts, pushed trees at the cost of cover, fall damage)
TheGamer Weapon restrictions never explained; critique of characters and satire
Impulse Gamer Car doors as shields, pylons, cover creation and removal; outnumbered framing; Jet Set Radio comparison
Xbox Tavern Per-character verbs (Nikos' rod and distract, Laura's vault and kicks, George's toppling); action-menu criticism
Nintendojo Boat controls, compass-ring HUD, sparkle interactables; the three factions; party members leaving without explanation
Forbes Red-tile confusion; "tightly designed logic puzzles"
Hardcore iOS Win condition; hands-off tutorial; two supplies per ally; enemy factions incl. Vikings
Medium — Elijah Beahm No party control; equipment transferable between present characters; late-game tedium
GoSuNoob The boat is named Argo; Balkan architectural references; harpoon/rod displacement
OpenCritic / Metacritic 71 / 57% recommended / 30 critics; 70 from 13 critics, user 6.6
Game Solver player feedback Netflix-build bugs (health booster doing nothing, generator softlock); opening-sail quit risk; "Nikos is deadweight after the early game"

Coverage checklist — what was skipped and why

Checklist row Status
Character progression, XP, level cap, respec N/A — verified absent
Economy, currencies, buy/sell, price formulas N/A — no economy exists
Crafting, cooking, upgrading N/A — absent
Survival needs (hunger, sleep, temperature) N/A — absent despite the scavenging fiction
Stealth, detection, perception N/A — no stealth layer found; "sneaking into Alphaville" is narrative, not mechanical
Itemisation: durability, identification, encumbrance N/A — two slots, no durability, no weight
Boss and set-piece design Partial — one boss exists; its mechanics are undocumented
Companions, followers, summons Covered in Party & Characters; AI-controlled allies noted but not detailed
Multiplayer, live-ops, monetisation, seasons N/A — single-player, premium/subscription, no live service
Replayability, NG+, meta-progression Minimal — chapter select for collectible mop-up only; no NG+ found
Engine and data architecture, modding surface Gap — engine unconfirmed, no modding surface known
Difficulty options and accessibility features Gap — none found; free restarts function as the de-facto assist layer
Bestiary stat blocks Gap — see below
Dialogue systems Thin — text-only; no branching dialogue system found beyond the two documented choices

Open gaps

  • Per-enemy and per-character HP, damage, range and movement values — requires unpacking a build
  • Booster magnitudes and the permanent/temporary split per item
  • The rule behind per-character weapon restrictions
  • Full ability list per party member, and which allies are AI-controlled in which fights
  • Whether the 2024 PC/console release changed content relative to the 2023 Netflix build (the "Remake" tag is unexplained; no changelog found)
  • Whether any post-launch patches shipped, and whether the reported generator softlock and null health booster were fixed
  • Number of endings, and whether the chapter-8 faction choice affects anything beyond hostility in chapter 19
  • Sales figures — none disclosed
  • Chronos Timeline codeblock for Return to Earth Universe — deliberately not written; verify the plugin's syntax from its own main.js first, and note there is currently no dated in-fiction material to plot

Convention note

This folder follows the Arx Fatalis conventions (topic-only filenames, layer/system/status frontmatter, full-path wikilinks with aliases, badges in the Hub, one Systems Map.canvas, one Index.base). Note the inconsistency with the older Dredge folder, which stores tuning data as a loose Economy Data.csv; under current conventions that data belongs in a layer: data note, as done here in Encounter Data. Worth normalising Dredge at some point rather than silently mixing the two.
